In a noteworthy initiative championed by the Ministry of Culture within the Nariño government, the fourth symposium titled «Culture, Power, and Musical Development» took place at the Pasto Culture Center. This significant event gathered representatives from the Kauca Music Departments, as well as officials from Valle del Cauca, Chocó, and Nariño, as part of the artistic initiative promoted under the National Music Plan (PNMC) for the years 2024–2038. The symposium serves as a pivotal moment in fostering a collective understanding of the intricacies involved in nurturing cultural growth through music.
During this gathering, participants engaged in vibrant discussions and dynamic exchanges, effectively highlighting the existing territorial dynamics and recognizing successful initiatives. The symposium facilitated a collective reflection on the challenges confronting the Pacific region of OCAD, particularly in relation to sustainable, multidimensional music practices spanning political, social, environmental, and cultural sectors. This exchange was essential for mapping out pathways to overcome these challenges, fostering collaboration among diverse stakeholders.

Álvaro Reyes, the administrative director of culture in Nariño, underscored the primary goal of this symposium, which is to develop and strengthen regional committees aimed at enhancing musical projects and management strategies as advocated by both the Ministry of Culture and the Nariño Government. «This initiative is crucial for maintaining an ongoing planning process, reviewing music plans, and understanding the field-based councils’ expectations,» Reyes stated, emphasizing the importance of education and circulation in various musical demonstrations.

The development of a comprehensive departmental music plan is anticipated, one that will unfold through several diagnostic phases and the drafting of essential documents. This collaborative project, steered by the Ministry alongside departmental administration, has already reached a significant stage in its progression. The overarching aim is to obtain approval for this plan, paving the way for its incorporation into public policy concerning music. This step is crucial for embedding a sustainable musical culture into the region, ensuring that the future of music in Nariño is vibrant and well-supported.
